This study tests if omalizumab (Xolair), an allergy drug, can reduce serious flare-ups in people with COPD who also have allergies. About 334 participants will receive injections of the drug or a placebo for 12 months. The goal is to see if the drug lowers the number of COPD exacerbations that require steroids or hospital visits.
