Can peer support keep homeless veterans out of the ER?

Summary
This study looks at whether a program called EMPOWER, led by trained peer supporters, can help homeless veterans with substance use or mental health issues stay engaged in care and avoid repeated hospital stays or emergency visits. About 278 veterans in permanent supportive housing will take part. The goal is to see if a more intensive version of the program works better than a simpler one, and at what cost.
