This study tests a safe, non-drug treatment called remote ischemic preconditioning (RIC) to see if it can stop early neurological decline in people who have had a mild stroke caused by a blocked small artery. The treatment involves briefly inflating a blood pressure cuff on the arm to restrict blood flow, which may protect the brain. The study will enroll 910 adults within 48 hours of their stroke and compare those who receive RIC plus standard care to those who receive a sham procedure plus standard care.
