Summary
This study looked at what makes people buy illegal tobacco and how penalties or product changes might stop them. 65 adult smokers and vapers took part in a simulated shopping experiment. Researchers tested different policy combinations to see how they affected spending on legal and illegal cigarettes, e-cigarettes, and nicotine products.
