This study tests a combination of two chemotherapy drugs (gemcitabine and docetaxel) given directly into the bladder for people with non-muscle invasive bladder cancer. The goal is to see if this treatment can control or eliminate tumors, especially for those who cannot get standard therapy or have not responded to it. About 25 adults with intermediate- or high-risk bladder cancer will participate, and the main focus is on how many have no cancer detectable after 3 months.
