This study tests if the drug enfortumab vedotin can safely and effectively shrink or eliminate high-grade urothelial carcinoma in the upper urinary tract before standard surgery. It includes 24 people who cannot take or choose not to take the chemotherapy drug cisplatin. The main goal is to see if the cancer is completely gone when the surgical specimen is examined.
